Pre-Establishment Era

Prior to the establishment of a dedicated High Court in Mannar, serious criminal trials and indictments originating from the Mannar region were transferred to and adjudicated by the High Court of Vavuniya. Victims, defence counsel, witnesses, and law enforcement officers from Mannar were compelled to undertake arduous and costly travel across districts. This regional arrangement created severe logistical hurdles and prolonged trials during the conflict and immediate post-conflict years.

Post-Conflict Role & Speedy Disposal of Cases

Following the end of the armed conflict, establishing a permanent High Court in Mannar served as a pivotal step in strengthening the rule of law, restoring public confidence in judicial institutions, and upholding fundamental fair-trial rights in the Northern Province. The Court has significantly reduced the historical backlog of criminal cases through day-to-day trials, active case management, and streamlined procedural frameworks, ensuring the prompt and fair administration of justice for local litigants.

Adjudication of Narcotics & Drug Offences

In recent years, owing to Mannar's extensive coastal border and geographic vulnerability to maritime smuggling routes, the High Court of Mannar has played a crucial role in curbing the influx of illegal narcotics. The Court actively handles a high volume of complex drug-related indictments, including large-scale possession, trafficking, and distribution offences under the Poisons, Opium, and Dangerous Drugs Ordinance. Through firm judicial oversight and expedited hearings, the Court remains a critical cornerstone of law enforcement, legal accountability, and public safety in the region.
